Welcome to Apple Support Communities. It's my understanding you've been unable to activate your iPad. I know how important it is to be able to activate and use your iPad as expected. I am happy to help get this resolved with you.
It sounds like you've done a great job trying to fix this on your own. At this point the next step would be to activate by connecting to iTunes on a Mac or PC. Please make sure you have an updated version of iTunes here:
Get the latest version of iTunesIf your iPad won't activate using iTunes, the next step would be to put your iPad into recovery mode and restore it in iTunes. Since restoring is going to erase everything on your iPad, it's recommended that you back up your iPad first if you haven't done so recently. After restoring, check to see if your iPad activates. You can restore your data from your backup afterwards. View steps on how to back up here:
