Q: disabled apple id :(

hi
i have a one question, is possible to recover disabled apple id account ?  my friend's iphone , who live in armenia, iphone says the apple id is disabled for security reasons and his can't reset the password, cz the recover mail is same icloud mail and iforgot page says We will send instructions to your email address ending in icloud.com, but  it disabled too (cz the same apple icloud account); and he don't remember the security questions : please can You help us?
