Issues with removing my billing info

I didn't use my apple ID for a while, and when I tired to download an app recently, a pop up icon came out which said to verify my billing information.

Since I didn't use my account for a while my payment method was changed couple of times. Basically I lost my debit card long ago. App store keeps on asking to fill in the required fields. This is what I get every single time.

Security code(CVV) has to be filled in in order to proceed. I tried to remove my payment method by clicking "None" in the field payment type but it only brought me another issue. The system told me that I can only remove my credit card when my family sharing is off. I was also unable to disable my family sharing because of this:

This person is my relative and she also tried to fix the problem through her devices and email but the same thing was popping out every single time where we had to fill in the Security Code(CVV)
