You are mentioning two things you don't have access to : an iPod and an Apple ID.
The iPod has a passCODE, and when it's entered incorrectly it disables the iPod to protect the data on it. (see If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support)
The Apple ID has a passWORD, and it can be used to sync different things and backup your devices, althought I'm unsure which features it had and didn't have on iOS 4.3.
Have you ever synced this iPod to iTunes on your computer in the past? If so, you may able to sync the iPod to that same computer and set the timer to zero so you can try again.
If you are trying to access the Apple ID to gain access to a backup of the iPod to restore the backup after erasing the iPod and you do not remember the security questions, you should be able to send an email to yourself instead using https://iforgot.apple.com/password/verify/appleid. If you lost access to the email and you do not remember the security questions but you know the password, you may be able to send yourself a security questions reset link (it will depend wether you set up a rescue email on the account - see If you forgot the answers to your Apple ID security questions - Apple Support). If you don't have a rescue email, you can contact Apple directly (if you call them, do so while you have access to the Internet) : Contact Apple for help with Apple ID account security - Apple Support. They will try to verify your identity another way.
