Q: Strange flash on Mac startup.
I have a strange "Problem" that appears on every startup:
After entering my user password, my MacBook Pro 13" 2015 starts loading the desktop environment. Just 1 second before the complete loading, a strange flash appears on the desktop with red, blue and green lines on black background. This happens for just 3 milliseconds but sometimes it makes me worry.
Is this a problem ? Is the GPU failing ?
After the completed boot the PC works perfectly without flashes.

check your cable connections if you are using an external LCD
did this beign with 10.11.6, it's possible there is an issue with drivers or your display resolution.
try rebooting into safe mode
https://support.apple.com/en-us/HT201262
if the problem does not happen it could be a 3rd party issue.
if not change your display your resolution and reboot.
if the problem persists test your GPU
Using Apple Hardware Test - Apple Support
despite this test it is possible there is problem with your GPU and Apple can perform a stress test at an authorized apple repair shop, preferably an apple store. The stress test is not performed by AHD
