Fade in a picture
How can I fade in a picture in a imovie(11) project?
For music it is easy and clear, but I cannot find how to do it with a videoframe.
I see fade out to black, but not fade in from black.

I realize that you are using a previous version of iMovie. I am not familiar with that one, but it is similar in many respects to the current iMovie version, 10.1.2. Unfortunately there is no video fade-in feature in iMovie 10.1.2, and I suspect the same for iMovie 9. You can put a black background in the timeline and put your clip above it, and that will give you fade-in and fade-out handles in the upper corners when you select the clip and put your cursor over it. Then, if you hold down the option key while dragging the fade-in handle, you will get a fade-in of sorts. But it doesn't give you much of a fade-in. Probably not what you are looking for.
iMovie 6 has a fade-in feature, so if you still have that version on your computer you can fade-in your clip there and import it into your current project. There may be other outside apps that perform that function as well.

I don't see the right one to fade in slowly.
Put a clip of the background you want to fade in from (e.g black or white or maybe a title) followed by the picture you want to fade in then add a cross-fade between them. Adjust the speed of fade by the duration of the cross fade. (Or am I missing the point?)
Note:
I see that you are running El Capitan. Be aware that many people have reported problems with stills in imovie '11 (v.9) when run under El Capitan. Only iMovie 10.1.2 works 100% with El Capitan.
