Notification isn't working

My notification doesn't pop up whenever try to.. I even tried using assistivetouch but it doesn't work at all.(on my iphone6s+). Although I don't have this kind of issue with my iphone5s .. What am I supposed to do to make it work?

Also even after i restart my phone it still has this problem after a couple of mins ..
