According to Apple if your iMac (2008) is running v10.6.8 Snow Leopard you can upgrade to El Capitan > Upgrade to OS X El Capitan - Apple Support

That would update Safari to the latest version available 9.1.2.

Before you do anything, ensure you have a sound backup plan. Backup using either Time Machine or create a bootable clone of your system.

Next, in order to update to OS X 10.11.6 (El Capitan) you will need to upgrade the computer to a minimum of 4GB RAM. You can get good quality RAM from either Crucial (buy direct) or OWC at www.macsales.com.  Once you have upgrade the RAM you will need to purchase the Snow Leopard 10.6.x upgrade DVD. The link to that is:

    http://www.apple.com/shop/product/MC573Z/A/mac-os-x-106-snow-leopard

Once that DVD has arrived and you have installed it per the directions it comes with, then install Apple's Mac OS X 10.6.8 Update Combo v1.1.

After you have installed the update combo, backup the computer again. Finally open the Mac App Store and you will be able to upgrade to El Capitan.

One last thing, you may have very old software that was never designed to run on El Capitan. All of that software will need to be updated or replaced.

The moral is, trying to get up-to-date after such a long stagnation of no updating is a tedious and possibly expensive process. It is much easier to keep a computer up-to-date by updating your apps regularly and upgrading the OS when new updates are available.

Your machine will not be able to be upgrade much beyond El Capitan, so you also may want to consider replacing the computer with a new machine in the near future. If you do, upgrading should be easier.
