The 5G iPod has Bluetooth 4.0 hardware, there is no setting.
Try turning off BT on all other nearby (within 10 meters) devices.

.- Reset network settings: Settings>General>Reset>Reset Network Settings. You will have to rejoin all wifi networks

Anyway I have tried all the above still cannot get the Jawbone to connect.
Shame, I hate wearing those earbuds when I use the ipod for phone calls with SKYPE.

- Go to an area outside that is far aware from other devices and try.
- Restore from backup. See:
