how do I track my I phone or I pad, via the Internet or other way, how can map or gps my device

To track an iOS device (or OS X devices, for that matter), if you enabled Find my iPhone, log in to https://icloud.com/find.

I Mean without using find my iPhone. An alternative way ?

There is no other way, except to go to the police, convince them to get a court order and present it to the phone's carrier. But the carrier's tracking system is not all that accurate.
