imovie does not play clips from photos?

I have a movie made using iMovie 9.0.9 running under El Capitan on a 2014 mini (same problem on my Powerbook). It does not play clips from photos. I can see the clips displayed, but the title plays over them with a black background. If I try to open my photo library to see if I can add a photo, I can only access Photo Booth, which is useless. If I try to open the files using iMovie 10.1.2 (the latest version), all the order, titles, and stills is gone, and only the clips appear. How can I transfer the iMovie 9.0.9 movie to the current version of iMovie, and how can I copy the stills into the new version?

Mac mini (Late 2014), OS X El Capitan (10.11.6), mac mini 2.8 GHz Intel Core i5

Thanks for looking into this. I tried your suggestion, but my 9.0.9 iMovie projects show up dimmed out when I try to update using 10.1.2. I tried to force it by doing an "open with iMovie 10.1.2" on the project, but got a message saying that "iMovie 10.1.2 cannot open this type of file " (extension is .rcproject). I also cannot import clips from 9.0.9 project. iMovie 10.1.2 tells me it cannot import the files (although they are all DV movies.

For some reason, the 9.0.9 project now appears as "project media" in 10.1.2, and plays properly on the timeline, showing all the stills - I have no idea how that happened. However, the old camera clips, stored as dv files, cannot be read into 10.1.2 ("iMovie cannot open files in the “DV movie” format); I tried to convert to .mov using QT, but get the same message. So now I have 2 questions:

1) How can I bring the DV clips into my 10.1.2 movie, so I can add them to the timeline?

2) How do I make the material edited on the 10.1.2 timeline into a project or movie?

Hmmmm. I am able successfully to import a DV into iMovie 10.1.2 by dragging it into the timeline. I don't know why you cannot do so. If you are in the timeline you already have created a project that, when you close it, will display in the Projects screen. To create a movie from your project, share it out to your desktop from the File menu as a file (File/Share/File).

Aaah! I think I found the problem: the clips did not have an extension (although they were recognized by the Mac OS as DV movies. When I renamed a clip by adding ".dv" to it, it snuggled nicely into my timeline!

Thanks so much - even if there was not information to find the solution, it helped a lot to have someone to keep urging me to go in the right direction.
