I see that your iPhone had issues that needed to be restored and now you're setting it up after but it's asking for a Recovery Key that you get via text message. I'd definitely want to be able to set things up again.

From what you've described it sounds like you've got Two Factor Authentication setup on the Apple ID you're using. It's an added layer of security that can be voluntarily added to Apple IDs using iOS 9 or Mac OS X El Capitan. Since you can't get a text message to finish signing in during setup, you may want to skip those steps and not setup the phone with the Apple ID until you're able to finish the setup and get texts.
