Q: Provider is charging me for data roaming while my data roaming is tuned off on iPhone 6

My data roaming is always off, but my provider is charging me for international data. In the settings where it says cellular usage and data roaming. It shows 0kb for data roaming since last reset. This is the reply of my provider below. Can someone from Apple comment if it's true what they are saying?

Kindly we refer you to our email replies dated 19th and 21st June 2016 where clarification was provided that the data usage count on your device can be reset automatically on a number of reasons, hence it’s not completely accurate to use it for monitoring purposes. And the usage shown on your account are based on what was captured by our foreign network operator that du has a tie up with, to which data is carefully reviewed by our IT specialists.

Furthermore, when you’re cellular data is on, it is important to note that even if you are not using your mobile, there would still be some automatic updates or opened data sessions that maybe running in the background. And even if you are connected to wifi, if the wifi signal is low and get disconnected, you would automatically be connected to mobile network. Based on the aforementioned, unfortunately, the data roaming charges would remain valid.

iPhone 6, iOS 9.3.3
