lost my iphone that wasnt on my account
I have 10 phones on my account (including my dad's). Well, He lost his and never synced with I cloud. Any suggestions as to how to make the phone ping?

Syncing with iCloud will not make the device ping. If you are trying to remotely ring the phone, you would have needed to activated Find My iPhone before you lost the device. Have you tried just calling the phone? If you are trying to locate the phone using Find My iPhone, if it was not activated prior to the loss of the device, then there is no way to track it.
