apple IIe garbage screen

Hello,

I recently got a apple IIe, and and added a printer card to it. It was fully operational before I put the cad in, and now the screen shows a ton of random characters on it. when performing the command control+reset, some of the letters change. I think that the EF ROM chip might be dead but I am not sure (also I can't seem to find anywhere to buy it) I took out all of the expansion cards, with no avail. when I turn it on, the floppy drives do not do anything, and sometimes the internal speaker starts making a static noise. Also, sometimes the screen gets "fuzzy". If you have any questions about my machine, please tell me them as I am pretty desperate to get it working again.
