If it's not completely locked, try opening Siri by holding down the home button and ask "Who am I?" That will show the owner's contact info.
If all else fails, locate the IMEI number on the back of the phone as shown here: Find the serial number or IMEI on your iPhone, iPad or iPod touch - Apple Support then- if you can see what the phone carrier is in the top left- give them a call from another phone, tell them the situation, and give them the IMEI number. They should be able to track down the owner that way. If you can't see the phone carrier, try a few that are common like Verizon, AT&T, and T-Mobile. With some luck it might work.

And nobody else is going to divulge the owners information to anyone who asks for it. To do so would be a tremendous violation of privacy. So no carrier is going to tell you anything about one of their clients either.
