I am seeing questionable files in the library

I am attaching a portion of what I am seeing in my home library folder:

I do not recognize these folders and wonder if they are rogue files. I have been having trouble seeing images in Microsoft Outlook even though I've checked the box to allow images, Safari has not been not working properly starting about 2 months ago. The laptop periodically flashes at me like its taking my picture, weird. On the whole my system has been acting up since about mid-April when I think I may have inadvertently clicked on a website that may have dumped or installed something. Are these folders possibly part of that? Can I delete these folders? When I open them I see a doc that reads "hidden user". I am just about to wipe this entire machine if I can figure out how to get a completely clean install and not an install that will only go over the top of what is on this laptop. I want this mess cleared up.
