Welcome to the Apple Support Communities! I see this is your first question and it's my pleasure to assist you with turning off VoiceOver on your iPhone 4. While VoiceOver can be a great Accessibility Feature, it can also get in the way of doing things in a way you're comfortable with. I have a link below that can help out today:

When you turn on your iPhone, iPad or iPod touch for the first time, you can quickly turn on VoiceOver or Zoom to help you set up your device. Here's how:
VoiceOver
- Triple-click the Home button.
Basically, if you triple-click the Home button, it should turn off the VoiceOver feature.
