It may not change anything, but a PRAM reset could be worth testing. Start the computer, then immediately press and hold the four keys Command(Apple) + Option(Alt) + P + R until a second startup sound has been heard (assuming that there was an initial startup sound).
Have you opened the PowerBook? It may not be a bad idea to check all cables and connectors (for example, to the display). Also, one could check (using a magnifying glass) whether there are any damaged/discoloured/leaking electronic components.
Another test could be to temporarily remove the hard drive (use tape to insulate the remaining connector) in order to check for a change at startup. One would expect to see a flashing question-mark when the PowerBook cannot detect a valid system folder (logical if the drive has been removed).
