How do I retrieve ringtones I have purchased on previous Apple devices to my new iPhone 5s Apple device when I'm using the same iTunes Account? under Purchased I see my music for my iPhone, and not all my music from my previous devices that I purchased are there, but what about my purchased ringtones as well? None of them are showing up

Tones are a one-time only download, they won't show in Purchased for redownloading. If you have them in the Tones section of your computer's iTunes library you can sync them to the phone from there, if they are only on your backup of your downloads/library you can add them to your computer's iTunes library via File > Add To Library so that you can sync them. Or if you still have your old devices with them on connect them to your computer's iTunes and do File > Devices > Transfer Purchases, and you can then sync them to your new phone.
