I know this sounds crazy.
A UK bank card is commonly used is the U.S. - just not at Apple's Online Store or in iTunes / App Stores. I get why Apple uses the billing address for the payment method as a location identifier for those services = jurisdiction.
It would surprise me if a physical Apple Store would be different from any other brick & mortar merchant in the U.S. (I would certainly invest in a phone call to one of them to be sure, though)
BTW, a "NUS card" is an "ID card"...
