Ok here's my first question 1) why is it that when I download a free app. my bank account gets charged $1 ?? EVERY @@@@ing time ?

I can certainly understand wanting to know why there was a $1 charge showing on my card after downloading a free app since I would be wondering the same thing. No worries though, we can definitely take a look into this and find an explanation for it.
