Q: iOS 9 for iPhone 4

I noticed the iPhone 4 is not being offered iOS 9 while the similar handset 4S is. Both have a measly 512MB of RAM which is a tight squeeze so what gives?

A4 and A5 chipsets are not much different and both have the same CPU

4S does come with more storage options though
