What version do you have now? iPhoto v9.6.1 will run on El Capitan. If you don't have that or an earlier version of iPhoto v9 that has been previously updated from the App Store, then you need to use the Photos.app that came El Capitan. This can open and use an iPhoto Library.

i tried transferring the broken iphoto icon in my apps

You need to explain exactly what you did here as that does not make sense

and you also need to provide exact details about this

its still broke and wont work

We can not help with "broke" - we need specific details about wha tyou are doing, what happens adn waht does not happen

If you have iPhoto 9.6.1 it is in your applications folder - and if you have OS X 10.11.6 then you have Photos and it is in your Applications folder - both applications must remain in the applications folder - do not mess with them

YOu can launch either one by double clicking on the application in your applications folder and while it is running you can right click (control click) on teh icon in the Dock and under options select keep in Dock

You can not use both applications on the same photos and iPhoto is a dead product with no support - you need to chose one to use and I suggest you learn and use Photos

Go to the App Store and check out the Purchases List. If iPhoto is there then it will be v9.6.1

If it is there, then drag your existing iPhoto app (not the library, just the app) to the trash

Install the App from the App Store.

Sometimes iPhoto is not visible on the Purchases List. it may be hidden. See this article for details on how to unhide it.

One question often asked: Will I lose my Photos if I reinstall?

iPhoto the application and the iPhoto Library are two different parts of the iPhoto programme. So, reinstalling the app should not affect the Library. BUT you should always have a back up before doing this kind of work. Always.
