I Pad Wi-Fi cellular 16GB White
Part Number : MD369LL/A
Serial Number : DL******VGK
My IPAD is locked due to entering wrong Apple ID & Passward.
It says locked due to security reasons.
How can I unlock.

What exactly are you seeing ? You can disable an iTunes account due to security reasons (e.g. too many incorrect password attempts), in which resetting the its password should fix it : If your Apple ID is locked - Apple Support (and then : What to do after you change your Apple ID email address or password - Apple Support)
If you mean that you've disabled the actual iPad due to many incorrect passcode attempts : If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
