Anniversary Update fails on Mac Pro at 99%

I have a 2013 Mac Pro with Windows 10 1511 on it (i think that's the version). I'm trying to update it with the Anniversary Update.


While in Windows, it downloads the update successfully and does the in windows part of the install successfully, then starts the reboot portion of the upgrade.


It installs up to about 30% then does a reboot, then to 75% and does a reboot. It then starts count up toward 99% and when it gets to 99%, the spinning indicator stops spinning and the machine reboots again. This time when it restarts, it thinks for a while and then displays the message that it is 'Restoring the previous version of windows'. Unfortunately there is not indication of what is going wrong.


I restores to the previous version of windows just fine so I can continue working, but can't get the upgrade to install. The whole process seems to take about an hour.


I tried to removal all the peripherals from the machine, the only thing plugged in to the USB ports was the keyboard and two monitors are attached to the thunderbolt ports.


Anyone having a similar experience? Any work arounds?
