Just upgraded to 9.3.3. I use the hotspot occasionally but keep it off almost all the time.
After the update any connection request to the phone by a device that has it in memory, e.g. my ipad, my macbook pro, my daughter's surface pro, triggers both the wifi and the hotspot to come on automatically when they have been manually turned off. I have tested this to verify the behaviors, I can watch the buttons go from gray to green if a device connects. If the wifi is off it comes on first, then the hotspot.
So why is the phone responding at all if the wifi is off? And if the hotspot is off? Is there another (new) setting that I am missing? I need a way to disable this; if I turn it off it needs to stay off. Connections should only happen when both wifi and hotspot are turned on.
