A few other things you can try to help narrow down the issue:
1. If you have a floppy that is bootable and should work fine with the Classic (and not a version of the System that is too old or too new) then try booting from it. If you access to another old Mac see if it can detect the floppies.
2. If you are using an external floppy drive check and see if it supports high density floppies (1.4mb). Some older drives only support single-side (400k) or double-sided (800k) floppies and will fail to recognize HD ones.
3. The Macintosh Classic has the unique ability to boot to a copy of the Macintosh System 6.0.3 by holding command-option-X-O (O as in the letter, not 0 the number) when booting (after you hear the power-on sound). If you get your floppy drive working this is a nice way to make backup boot disks as you can copy the system files off of the ROM disk to anywhere you like, including floppies and hard drives.
4. The drive may just be dirty because of dust, especially if it hasn't gotten a lot of use lately. Try using a cleaning floppy or some other way to clean the inside of the drive.
5. It may be possible there is a physical problem with the floppy drive or ROM on the logic board. I'd rule out all the others first before buying a replacement drive on eBay, assuming someone is selling them.
