I tried to copy something big (about 6gb) from one folder to another folder in an external HDD. How come there was no copy progress bar that automatically appeared in Yosemite to show the status of the copy.
How do I get the dcopy progress bar dialog to appear (like it did in Yosemite) ?

If you just drag-and-drop the file from one folder to another, you moved it. If you want to copy the file so that it will still be in the old location folder as well as the new destination folder, hold down the Option key while doing the drag and drop. Doing so will show a copy progress bar.
Perhaps worth pointing out that when a file dragged to another another drive (not to a new location on the same drive) the file is copied. In this scenario hold down the Command Key to implement a Move. It is the opposite behaviour from what you described above.

I've found that sometimes it might not pop to the front of all open windows . Also if the file is small it will appear and disappear before I can find/see it.
Not sure I understand the question. If one moves a file from one folder to another folder on the same drive, there would be no need for a progress bar. It would just modify the file's path.
