See if you can't the touch screen working first.

A reset won't restore your iPhone to factory settings. That requires, "restoring" > Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings - Apple Support
Make sure the computer you are using to restore your iPhone has the latest version of iTunes installed.

I had the same issue. First I took the backup on iTunes (which I never do) Then I tried erasing all settings. Still the problem persisted. Next step, ERASED all settings and content and restored the backup I took earlier. Now, I get almost 8.5-9 hours on full charge.
if that would not have worked, then my next step was going to be to erase all content and settings and then to set up the phone as a new iPhone and then manually add the settings and apps one by one. But this is painful. But will definitely work.
BTW, Apple just released 9.3.4. Happy updating. May be try updating to 9.3.4 first before doing all the things I mentioned above. May be just that might fix your issue.
