Apple Calendar not importing ical invites

Environment

OS X EL Capitan version 10.11.6

iOS 9.3.4

I am unable to add ical invites from Apple Mail into Apple Calendar. When I click open Attachment on the ical file. Calendar opens but nothing happens. The work around that I have been using is open the ical file on my iPhone and add it to my calendar. However, when I go back to my calendar on my mac the event shows up greyed like it has not been accepted.

Any ideas on a fix?
