How do I get all of my photos on the same device? I have an iPhone and iPad running off of the same iCloud account. I would like all of my photos both on devices.

All you need to do is enable iCloud photo library on all your devices (settings > photos & camera > iCloud photo library)
Settings > Photos & Camera > turn iCloud Photo Library ON.
Note that downloading the images from iCloud is a very slow process, so give it time.

You may want to check that you have enough room for a merged library on both devices. If not you may also want to turn on optimisation on any device that is short of space.
So I could turn off the optimization on say the iPhone to save space on there and all of the photos will still be on my iPad, correct? Just noticed that space is an issue on my iPhone and ideally would like to keep all of the older photos on my iPad.
You would turn on optimization for the iPhone to save space, the full library would still reside but it would resort to just using low resolution thumbnails when space is low (loading the full image only when selected).
