Changing the password reenables an account which was disabled automatically for security reasons. If your account was disabled for any other reason, contact Apple.
Quoting If your Apple ID is locked - Apple Support :
If you see a message that is different from the alerts above [which are all about an Apple ID being disabled automatically for security reasons], contact us for help.
