iPod Nano And Playlist ReOrganise Not Working In iTunes

my iPod Nano playlist is on manual order yet i cannot reorganise my playlists in iTunes and when i try to my iPod symbol goes a dull grey and i can't do anything...help please...it was working fine before...I had organised one of my playlists by name but my others still show manual order and refuse to let me move tracks up and down...even after making all the playlists manual order...

i'm using a PC laptop and iTunes is up-to-date. I have tried restarting everything as well..
