To resolve this, contact Apple iTunes Store directly:
View, change, or cancel your subscriptions

You can view your purchase/billing history by logging into your iTunes Store account.

If the charge is not in your purchase history? And no e-mail to indicate a charge, what makes you think you were billed for Apple Music?
If you go to http://reportaproblem.apple.com does the charge appear there?
How much were you charged?
