my iPhone 4s is stuck on linked account. i cant get in contact with the person. please help!!! is there a way i  can reset he phone or something

I believe you are referring to Activation Lock - the previous owner's ID being used to keep the iPhone in Find My iPhone.

You must contact the original owner, or your iPhone will remain useless.

Turn off Find My iPhone Activation Lock - Apple Support
