Q: I need to upgrade my safari

Safari is upgraded with your system. It cannot be upgraded alone, so the Safari you are running is the latest version that system can take.

if your Mac can run El Capitan v10.11 then  you would have the latest version of Safari installed which is 9.1.2.

Safari 9.1.2 is the latest. There is no stand alone Safari installer.

9.3.4 is not for Safari, it's iOS 9.3.4 for your iPhone 4s or later models.
