iPad will not accept my Apple ID

My iPad shut down while I was using it after an update. It now says it needs to be activated. When I enter my Apple ID it says that I cannot use that ID. It had one other owner. I contacted her and she signed into her Apple account and her iCloud and the device is not listed under her. When I go to Itunes, iCloud, the device is listed under me. When I first got it, there was no passcode it just said Hello and I activated it then with my Apple ID. It will still accept my passcode to get on but then when it prompts me to activate, I receive the error message about my ID. I have tried all the fixes that I've read and everything prompts me for the ID. When I tried to activate through iTunes it still won't let me activate. I've had this for 3 years and never had a problem until that update. Help!

iPad, iOS 7.1.1

I did that and it is locked but the device was completely wiped before I got it and it allowed me to activate it. It appears everywhere under my account as my device except under find my iPad. It is under iCloud settings though as mine. I thought about deleting it everywhere and then trying to start from square one but I'm afraid that I'll never get it back! Thanks for your help though. No one had suggested the page you gave me about checking the activation.

Restore to factory settings by loading the latest version of ios that your machine will support:

1) Do a full backup of your device if needed. Twice is best -- cloud and computer.

https://support.apple.com/en-us/HT203977

2) Three ways of restoring your ipad. [ as easy as abc ]

2.a) "You can use iTunes to restore your iPhone, iPad, or iPod touch to factory settings and the latest version of iOS."

http://support.apple.com/kb/HT1414?viewlocale=en_US&locale=en_US

2.b) Be a little more insistent: "You can put your iOS device into recovery mode, then restore it using iTunes.:

3.c) At last resort you could consider DFU (Device Firmware Update). This could void your warranty.
