I turned off the stream and completely forgot I had to actually download the pictures for them to be saved. There was over 1,000 pictures and a lot of videos please help! IS there any way to get these pictures/videos back?

You have to be describing iCloud Photo Library and not Photo Stream. If you were talking about Photo Stream, it can only include 1000 photos and those photos would also be in your camera roll, assuming that yoy took the photos with the phone.
So assuming that you are talking about iCloud Photo Library, if you did not download them to your computer before you disabled it, there is no way to recover them
