My little sister forgot her iCloud password and now has locked her phone, sadly she doesn't remember the security questions she used neither the rescue email, what do i do?

As your sister cannot receive rescue emails, she will need to contact Apple Support.

(I'm afraid that no-one here can resolve the issue for you. You are not talking to Apple here - this is a user-based community).
