Q: How can I manage family sharing without an Apple device?

We have family sharing set up. I previously owned an iPhone, my oldest has an older gen iPad, now my two youngest have new iPad Air 2's. I do not own an iPhone/iPad for myself anymore, but I'm still the organizer of the family sharing function.

For my oldest child's old iPad, I simply enter a password (she does not know) to grant access for app purchases/downloading.

For the two new ones, there is the 'Ask to buy' feature. However I'm not receiving the notifications when we request to purchase/download an app.

I think I'm not receiving them because it's trying to send notifications to my old iPhone ?? And it appears I can't manage Family Sharing unless I'm on an iOS device or Mac, which I don't have either.

Any help is appreciated!
