Yes, it'll take the credit from the gift card first, but there are some exception for in-App purchases.
SO i have this $5 dollar gift card balance i wanna buy this 4.99 in app purchase so what if it takes the 4.99 from the gift card balance it will not take from. The gift card right just making sure cuz i gotta purchase it now!

Depends on where you are and if tax is included in the price.
Normally, if you redeem a gift card, it will use that first.
Unless the gift card doesn't cover the cost it will then use the credit card for the balance.
Is it possible for an itunes gift card to make an in app purchase if not what if i add a credit card will it take from the gift card i redeemed or will it take from the gift card!!!
