Problem syncing music

I have had an iPhone 6 for about a year. My computer crashed last month and iCloud has not been working. I got all my music back off my hard drive but when put it back on iTunes it has been having lots of problems. It downloaded every song onto my phone, so I had to delete all my music off my phone and start over. Now that i have nothing on my phone i tried to sync my music and only 500 out of 1200 songs that i want will sync onto my phone. A lot of the songs say "waiting" or ineligible and i don't know what that means or how to fix it. Not only that, but even the songs that say "uploaded" won't sync onto my phone. Please help!

iPhone 6, iOS 9.2.1, null

Greetings srmdunn,

I see that you’re trying to get your music synced over to your phone and some of the songs are either waiting or ineligible. I know how important it is to have all your music on your iPhone. I’ll be happy to help.

I have a resource that should help. Check out If you see error -5000, -69, 13010, or 13014 when you sync music in iTunes - Apple Support

While you might not be getting that specific error message, the article has a lot of helpful things to try to help get this taken care of.

Take care.
