what can i do if my device is erased and i have no contact with the original owner for their iCloud login?

i have 2 iPhones i purchased from someone

iPhone 5c and iPhone 5

i am locked out of the phone because i need the iCloud login of the previous owner and i have no contact with that person(people) , what could i do to get into the phone and remove their iCloud account?
