Where have you seen that ? Assuming that you are referring to activation lock then I'm not aware of a limit to the number of accounts that can be used in Settings > iCloud (there is a limit to the number of free accounts that can be created on a device).
An iPad can only be associated (you are referring to redownloading past purchases, using iTunes Match / Family Sharing / automatic downloads ?) to one account at a time, and when it becomes associated to an account it can't be associated to another account until 90 days have elapsed. To see what device(s) and/or computers are associated to an account : View and remove associated devices in iTunes - Apple Support
