Frozen MacBook pro

MY MacBook Pro boots up to the home screen but then once it's opened I can't get any apps to open. They will jump and a dot appears below them but nothing actually happens. I tried to restart but cant get a start up ding so I can't reset anybof the parameters. Please help!

MacBook Pro, iOS 9.3.1, Can't tell exactly what version.

- If it is repairable reinstall the OSX

- If you do not have a backup use disk utility to restore the internal disk to an external disk so you can try to recover data.

Then format the startup disk and do a fresh install of OSX
