iTunes 12.4.3 - checked selections in Library vs. checked albums in Settings>Music.

It seems that I must first have selections checked for sync in my iTunes library.

Only then, will the checked selection in the Sync pane of iTunes' device Settings>Music pane (shown below) function.

Why is every album in my library listed in this pane (whether it has content checked or not), if the only albums affected by check selection are those that have been checked in the iTunes library?

What is the purpose of listing content which checking or unchecking would have no effect?

Would it not be more sensible to only list content I could affect by my selections in this pane?
