I logged out of itunes and another user logged in but can still see my content (Library). How to manage 2 itunes accounts on the same Windows computer without access to each others' content?

You would need to different libraries
Open a different iTunes Library file or create a new one - Apple Support
I do understand that. But both libraries show even if I am logged as either user.
Create separate user profiles. Don't use fast user switching, or close iTunes first if you do. Only one instance of iTunes can run at a time, even if it is running in a suspended profile.
