I think if you read the prompt carefully, you are being warned about all photos, not all files.

This is how iCloud Photo Library works. It is a syncing service. If you are signing out of your iCloud account, iCloud will remove most content it has been syncing for you.

Because you deleted them from your iPhone. Pictures in iCloud are synced among all devices. If you delete a picture from one device it is deleted from any others logged in to iCloud Photos.

Helpful to know that.    What I am asking however is that after a download of a pic fr a PC (Windows), I get a msg that when I exit iCloud the pics will be deleted.  I want to keep the pics on my computer (Windows pic)

If you download photos over USB as described here Copying personal photos and videos from iPhone, iPad, or iPod touch to your computer they will be permanently on your computer. However, if you used iCloud to transfer photos to your PC they will disappear when you exit iCloud on the PC. If you log in again they will reappear.

The, what if I am trying to upload pics from my PC to iCloud,  will the pics still stay on the PC (Windows). The answer above is helpful but the reverse of what my concern is,  I do not want to lose the pics that were originally on the PC but the msg say they will be deleted.

If you upload them to iCloud they will be in 2 places on your PC, the original location and the view you only see in the iCloud Photos app. It is the ones in iCloud Pictures that will disappear if you log out of iCloud Photos on your computer.

The pics are on my PC (Windows 7). I am trying to download onto iCloud.  But I get a msg says they will be deleted.  Also the image above refers to an iPod which I do not use.

You're welcome. iCloud Photos is a pretty limited approach to photo management. There are better solutions, such as upthere.com and Google Photos. Both of these make the primary photo storage their cloud server, and only copy the photos to your device or computer when you view them. Upthere also stores your music and lets your organize and share the photos selectively. And Google Photos has some amazing features, such as automatically creating panoramas when it detects photos that are adjacent images, recognizing and labeling faces, and creating slide shows and animations from your photos. It does this in the background, then shows you the results and lets you choose to keep or remove the results. It also has a "rediscover the day" feature that will create temporary albums of photos taken on the current day in prior years. And its free.
