Thank you for using the Apple Support Communities. I know having an issue with ringtones is not what you expect. If I understand correctly, you are unable to download and set new ringtones on your iPhone. I would suggest these steps to resolve your issue:
1. Restart your iPhone as the shut down and start up process is important to keep the iPhone software running properly:Restart your iPhone, iPad, or iPod touch - Apple Support
2. If you have these ringtones in iTunes on a computer, you can sync them to this iPhone using the steps from this article:Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB - Apple Support
3. If you're unable to download any content from the iTunes or App Store on your iPhone, try theses steps to resolve that issue:If you can’t connect to the iTunes Store - Apple Support
